During the mid 1980s, the Japanese market was characterised as being excessively regulated and thus difficult to penetrate. Now the largest and most diverse economy in Asia and second to the U.S on the world's economic stage, Japan is undergoing an era of change and deregulation.

In 2002, the Japan-Singapore Economic Partnership Agreement (JSEPA) removed tariffs on 94 percent of Singapore exports to Japan. The JSEPA has since been replaced by the ASEAN-Japan Comprehensive Economic Partnership (AJCEP) signed in April 2008.

AJCEP covers 96 percent of Singapore's trade with Japan, including Singapore's key chemicals, electronics and leather exports. Over 85 percent of Singapore's top 200 items traded will be tariff free, representing 91 percent of Singapore's total trade volume with Japan. In 2007, Singapore's exports to Japan amounted to more than US$21 billion.

Goods of Singapore Origin

For shipments valued under JPY 200,000, preferential terms can be claimed under the JSEPA and a certificate of origin is not needed. For shipment valued above JPY 200,000, an original certificate of origin (Form C - 5292 titled Republic of Singapore Preferential Certificate of Origin) is necessary.

If Singapore origin is not stated on the commercial invoice at time of importation, preference will not be accorded and standard duty rates will apply.

Certain products are subject to import notification and inspection by Japan's Health Ministry. This generally applies to commercial food shipments, table wares and toys.

Dental Instruments require a doctor's license and is limited to three pieces per item. An import license from the Ministry of Health is required for four or more pieces.

Pharmaceutical imports require import and sales licenses and may experience delays due to processing time. Prohibited prescriptive drugs include psychoactive drugs and stimulants such as amphetamine and methamphetamine.

For machine parts entering Japan, Customs requires detailed descriptions including the exact name of the part and the machine that uses the part which must be clearly stated on the invoice.

Value Added Tax known as Consumption Tax is applied for all shipments into Japan and carries a standard rate of 5 percent.
